This Supervisory Equal Employment Specialist is located in the Affirmative Employment Branch, Civil Rights Diversity and Inclusion Division (CRDI), Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Affirmative Employment Branch Manager and supervise a staff of Equal Employment Opportunity civilian employees, performing a full range of supervisory duties and responsibilities including performance evaluation, recommending awards, imposing discipline, granting leave, etc. Duties include:

  • Serving as a senior member of the CRDI management team, and senior advisor to the CRDI Director on affirmative employment and affirmative action matters.
  • Planning, organizing, and directing the activities of the Branch, and ensuring that regulatory requirements, reporting deadlines, contract requirements for Branch contracts, and customer needs are met.
  • Providing useful, reasoned input and recommendations concerning the CRDI budget, to support the CRDI Director in determining the resource needs of the branch. Proving budget input, and overseeing the administration of budgetary resources for the Branch.
  • Developing, implementing, and issuing TSA’s annual MD-715 report and plan to the Equal Employment Opportunity Commission (EEOC).
  • Addressing confidential and sensitive employment issues relating to civil rights and diversity that cut across organizations, primarily concerning barriers to equal employment, communicating with TSA managers and senior agency leadership.
  • Coordinating, developing, and conducting EEO relating training and briefings to serviced customers and senior leadership to demonstrate effective policies and practices; Developing and maintaining a positive and advisory relationship with senior management officials and serviced customers in matters concerning discriminatory policies, procedures, and practices.
  • Designing, developing, and implementing a comprehensive diversity program, to include Special Emphasis Program awareness, and generate a monthly, quarterly, and annual metrics/report to leadership, EEOC, and Congress.
  • As requested, supporting the Division overall by processing EEO discrimination complaints in accordance with 29 C.F.R. Part 1614 and EEOC’s MD-110 to ensure timely and quality actions throughout the complaint process.
Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term and long-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying affirmative action and affirmative employment laws, regulations, management directives, principles and accepted practices; applying diversity and inclusion principles, including any relevant Executive Orders, and regulations; experience setting affirmative employment goals, planning short and long range program objectives, evaluating processes, and recommending program resources levels; experience leading forums to develop strategic plans and guidance that institutionalize EEO and diversity; experience processing EEO complaints in accordance with 29 C.F.R. Part 1614 and EEOC MD-110; experience managing an affirmative employment program for a Federal agency.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
