This Information Technology (IT) Specialist position is located in the Operations Engineering Division (OED), Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a technical specialist in support of the systems engineering enterprise operations, processes, and Systems Engineering Life Cycle activities. Typical assignments include but are not limited to:

  • Providing lead support to promote the protection of the IT infrastructure by incorporating IT Security and Cyber security requirements, technologies, and processes into all engineering projects.
  • Supporting complex technical infrastructure projects necessary to maintain or modify critical information technology systems and networks.
  • Serving as IT Project Lead responsible for designing, maintaining, implementing, and modifying IT systems and networks.
  • Monitoring contractor progress, policies, procedures, techniques, methods and management controls affecting TSA hardware, software, and overall concept of operations to ensure the TSA IT operational environment is performing optimally.
  • Ensuring qualitative root cause analyses during operational incidents and outages; providing customer support coordination; and ensuring resolution to outstanding performance.
  • Analyzing program and project plans for the Operations and Maintenance (O&M) aspects of the system infrastructure to ensure O&M requirements are addressed.

FOR ALL IT POSITIONS: Applicants must possess IT related experience demonstrating each of the four basic competencies listed below.

  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.


To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes demonstrated knowledge of the engineering of Microsoft/Wintel (MS) or UNIX/ORACLE or Storage (SAN), Backup and Recovery (BUR) systems projects or Blackberry Enterprise Server or Load Balancers or data center platform infrastructure (e.g., installation of new operations technical environments or implementation of new systems capabilities, patches, upgrades and releases); and applying engineering and operating technologies to support complex and integrated systems engineering projects and technical support activities.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
