This Information Technology (IT) Specialist (INFOSEC) is located in the Office of Information Technology (OIT), Information Assurance and Cybersecurity Division (IAD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a project manager within the Cybersecurity Awareness and Operational Support Branch. You will direct and coordinate activities of complex IT projects to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with Division business objectives and appropriate IT policies. Additionally, you will represent TSA as a senior technical point of contact on projects, programs, and other work activities related to the Division\'s budget, procurement activities and contracts. Typical assignments include but are not limited to:

  • Monitoring all project activities taking action to avoid problems or delays, while ensuring the accuracy and quality of project deliverables.
  • Providing oversight and guidance for review of internal division and TSA-wide contracts and ensuring appropriate information technology security language, policy, rules, and regulations are addressed and in compliance with classified and strategic business unit (SBU)-level information technology systems. Facilitating coordination with other TSA and DHS security organizations/offices including: budget, contracts, acquisitions, business management, physical security, facility, personnel, industrial, and information assurance to carry out assigned security requirements.
  • Maintaining the annual divisional budget and spend plan in coordination with analyzing trends, identifying problems and factors that are most likely to impact the section\'s operating costs, fiscal responsibility, and continued compliance with regulatory requirements. Proposing preventive actions and methods for ensuring TSA policies and practices align with emerging changes to the information assurance and cybersecurity landscape.
  • Managing ad hoc projects , and interpreting or developing technical and functional requirements to promote an improved and more efficient acquisition process; recommending changes in contract terms; monitoring and evaluating contractor performance; reviewing contractor invoices; recommending corrective actions; inspecting and accepting contract deliverables; reviewing procurement request documentation related to the implementation of security programs and technologies; and reviewing proposed new systems, networks, and software designs for potential security and contractual risks.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

In addition to the requirements for all IT positions, to qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying information technology (IT) security theories, principles, standards, policies, and practices to assist in resolving issues pertaining to security operations; and applying the principles, practices and methods of IT project management to plan, coordinate, or conduct projects and studies related to IT procurement activities.

In addition to the requirements for all IT positions, to qualify for the SV-J Pay Band (equivalent to the GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying information technology (IT) security policies and objectives to provide guidance for addressing security operational issues (e.g., data processing, communications, electronic imaging, and office automation) related to operating in secure and non-secure environments; applying knowledge of budget and procurement policy, regulations, and procedures to operate within a Cybersecurity organization.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
