The Metropolitan Water District of Southern California is a consortium of twenty-six cities and water districts that provides drinking water to nearly 19 million people in Southern California. Metropolitan's facilities include the 242-mile Colorado River Aqueduct, five conventional water treatment plants with a combined capacity of 2.6 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants.

SR. DEPUTY AUDITOR

The Office of the General Auditor has one (1) opening for a Sr. Deputy Auditor at Metropolitan's Headquarters located in downtown Los Angeles.

JOB SUMMARY

Positions at this level are recognized as technical specialist using initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.  Decisions regarding what needs to be done include interpreting data, planning of the work, or refining the methods and techniques to be used.  The work involves established criteria; formulating projects; assessing program effectiveness; or analyzing variety of unusual conditions, problems, or questions.  The work product or service may affect activities, or the operation of other organizations.  This position may perform:  Audit Planning - Reviewing background information; interviewing key personnel to document and flowchart processes; developing planning and risk assessment documents according to Metropolitan audit standards; and preparing an audit program in consultation with the audit supervisor.  Audit Field Work - Performing audit field work steps as agreed with the audit supervisor, including gathering and analyzing data; evaluating risk management efforts and control processes; reaching sound conclusions regarding exceptions noted; and developing observations and recommendations.  Audit Reporting - Meeting with clients to verify and discuss audit results; drafting audit reports in Metropolitan format, including audit opinion, comments, and recommendations for audit supervisor review; presenting draft audit reports to the client for review; ensuring work papers are complete and accurate and are maintained in electronic work paper system.  Monitoring the scope, time budget, and schedule of the audit to achieve established objectives. Keeping the audit supervisor informed of progress, potentially controversial matters, or far-reaching implications.  Ensuring audit work is in compliance with department standards and conforms to professional standards issued by The Institute of Internal Auditors.

Supervision Given:  May act as a lead.  Coordinates and reviews work assignments of employees performing the same general work as the lead on a day-to-day basis.  Responsibilities may involve solving problems and providing instructions on work procedures.

JOB DUTIES

1.    Leads and performs diverse audits. 

2.    Leads and evaluates the results of audits performed and the preparation of reports.  

3.    Acts as Project Manager; plans, coordinates, and conducts projects within area of responsibility, including monitoring scope, quality, budget, and schedule.

Work Schedule:  9/80, alternating Fridays off

EMPLOYMENT STANDARDS

MINIMUM QUALIFICATIONS

Education and Experience:  Bachelor's degree from an accredited college or university in a related field, and six years of relevant experience; or a Master's degree from an accredited college or university in a related field, and four years of relevant experience.

Required Knowledge of:  Accounting principles and practices; auditing procedures, protocols and techniques; business systems technologies; project management; and current office technology and equipment.

Required Skills and Abilities to:  Use automated auditing techniques; analyze; manage projects; use independent judgment and exercise discretion; problem solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; lead and train; and operate current office equipment including computers and supporting applications.
