The Metropolitan Water District of Southern California is a consortium of twenty six cities and water districts that provides drinking water to nearly 19 million people in Southern California. SENIOR PROJECT CONTROL SPECIALIST

Metropolitan's Engineering Services Group has one (1) opening for a Senior Project Control Specialist in the Project Support Team of the Capital Program Management Unit. This position is at Metropolitan's Headquarters located in downtown Los Angeles, CA.

A Senior Project Control Specialist performs a variety of complex analytical duties to budget, schedule, monitor, and report on a variety of engineering projects. This position will maintain and oversee the P6 master schedule for over 300 projects; assist in the development of financial statements, and project presentations; conduct internal program/project reviews for compliance with methodology and defined processes, support development of internal audit responses; analyze financial, accounting, and other statistical data to forecast expenditures.

JOB DUTIES

1. Performs project controls duties including planning, scheduling, reporting, cost analysis and monitoring, and change control for engineering programs.

2. Provides specialized assistance to project managers for the resolution of complex engineering project controls issues.

3. Acts as Master Scheduler coordinating P6 project schedule requirements and standards with 8 to 10 schedulers; develop and maintain P6 master level scheduling and expenditure forecast reports as required by management.

4. Monitors and analyzes reports and make recommendations on cost and schedule performance.

5. Develop and work with specialized P6 work breakdown structures for complex projects.

6. Works with consultant staff performing a wide-range of project controls functions.

7. Assists in the development of project cost estimates for engineering projects.

8. Participates in the development and implementation of project controls policies and procedures.

9. Assists project manager in developing expenditure forecasts for engineering projects.

10. Provides project controls training to staff as required.

11. Performs other related Project Controls Specialist job duties as required.

JOB REQUIREMENTS: MINIMUM QUALIFICATIONS

Education and Experience: Bachelor's degree from an accredited college or university in a related field and six years of relevant experience.

Required Knowledge of: Project management principles and practices in an engineering or construction environment, such as earned value analysis, resource management, budgeting, expenditure forecasting, and cost accounting; design and construction scheduling software; project management; and current office technology and equipment.

Required Skills and Abilities to: Effectively use advanced scheduling P6 software; plan programs & projects; use independent judgment and exercise discretion; problem solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; lead and train; and operate current office equipment including computers and supporting applications.

Licenses: Valid California Class C Driver License that allows you to drive in the course of your employment

Familiarity with Oracle Enterprise Business Suite

* Engineering project management concepts and techniques, including scoping, budgeting, benchmarking, scheduling, negotiating, estimating, and planning; status reporting; project controls; project team building; conflict resolution; and leading project staff.
