Assistant Resource Specialist I  (Budget/Financial Planning)

The Chief Financial Officer Group, Budget and Financial Planning Section has one (1) opening for an Assistant Resource Specialist I at our Union Station headquarters in Los Angeles.

Positions at this level are responsible for performing entry-level analyst functions within the Budget and Financial Planning Section, including assisting with the development and monitoring of the district's biennial budget; training and supporting users on the budget systems; coordinating and managing user input of budget information, development of the budget document and supporting documents; modeling and forecasting budget factors; validating budget reports; coordinating user variance analyses and preparing the monthly district variance report; creating and updating presentations; creating and updating spreadsheet workbooks; accessing billing and financial systems to develop reports and presentations; and assisting in maintaining statistical data and historical data files.

This position will also be required to have excellent communication skills, including the ability to write reports, business correspondence, and procedure manuals; the ability to effectively present information and respond to questions; the ability to work with mathematical and financial concepts such as probability and statistical inference, time value of money; to apply advanced mathematical concepts to practical situations; and have strong reasoning skills to deal with problems involving several concrete variables in standardized situations.

The successful candidate must be proficient with Microsoft Office, particularly Word and Excel; proficient in mathematics; knowledgeable in concepts of finance, accounting, economics, and statistics; able to learn quickly; and be adaptive, analytical, and detail-oriented.

JOB DUTIES

1.    Assists in reviewing and analyzing documents and correspondence.

2.    Learns and assists in conducting resource studies and projects.

3.    Learns and assists in collecting data and preparing reports, studies, and correspondence on water resource or power issues or projects.

4.    Learns and assists in preparing presentations.

5.    May participate on a project team.

Work Schedule:  Monday through Friday, (alternate Fridays off)

EMPLOYMENT STANDARDS

MINIMUM REQUIREMENTS

Education and Experience:  Bachelor's degree from an accredited college or university in a related field.

Required Knowledge of:  Current office technology and equipment.

Required Skills and Abilities to:  Problem-solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; and operate current office equipment including computers and supporting applications.
