PROFESSIONAL EXPERIENCE

Northrop Grumman Corporation/TRW Inc./BDM 1997 – Present

Resource Manager, DIMHRS 2007–Present
Supports the NG DIMHRS Program Manager (PM) by managing the human resources supply chain to include NG employees and Team Partners for the DIMHRS program. Responsibilities included working in partnership with management and staff to acquire, assess, develop, deploy, and retain professional services personnel. Contributes to increasing individual and group performance, productivity results, and reduced dependency on third parties for client engagements.

Resource Manager, eGov Solutions 2005–2007
Serve as the central point of contact for all activities that involve staffing of eGov Solutions resources including projects with Java resources on projects within the Civilian Agencies group.

Customer Operations/Information Technology Program Manager, 1999–2005
Managed customer operations for MedDRA, a dictionary of internationally accepted medical terminology that is sold by subscription to the pharmaceutical industry. Coordinated operations and service delivery for Northrop Grumman’s Maintenance and Support Service Organization (MSSO).

 Program Coordination: Scheduled all aspects of service delivery and other related program activities using Project 2000, including resource leveling and computation of earned value.
 Help Desk Management: Managed the subcontractor manning the Help Desk to assure that courteous, quality service is provided and to ensure contract compliance.
 Customer Service: Ensured that customer subscribers receive the highest level of service, including conducting User Group meetings in Europe, Japan and the U.S.
 Problem Resolution: Handled all customer service problems received via the Help Desk and e-mail that could not be resolved at a lower level. Tasks included identifying the source of the problems, determining what needs to be done and using conflict resolution skills as required.
 Database Development and Maintenance: Developed and maintained a contact tracking database.
 Team Development and Coordination: Trained and developed staff members to 1) resolve customer service issues at a lower level, and 2) parsed and distributed the medical terminology to subscribers in a variety of mediums to subscribers.
 Partnership Relations: Communicated status regularly with MSSO and the Japanese Maintenance Organization, Northrop Grumman’s Japanese counterpart to MSSO
 Reporting: Developed and prepared monthly, quarterly, annual and other periodic reports and briefings for the Management Board and Northrop Grumman senior management.
 Policies and Procedures: Developed, reviewed and implemented policies and procedures, such as Training and Customer Operations Standing Operating Procedures.


University Relations Representative, 1997–1999
Coordinated the company’s university recruiting program as well as provided wide-ranging support to the College Relations staff.

 Program Coordination: Coordinated attendance at over 60 career fairs; organized and oversaw on-campus interviews at 45 schools with 150 schedules; and led coordination efforts for 45 college interview days at company location for 350 candidates.
 Staff Development/Conflict Resolution: As part of the college hire career development/assimilation program, I-Track, interviewed and selected entry-level IT candidates; coordinated their placement within the company’s business units; and worked with college hires and their managers to resolve any employment-related problems.
 Database Development and Maintenance: Developed and maintained a Problem Resolution Database to track internal problems with RESTRAC, the resume tracking system.
Key Achievements:
—Promoted from University Relations Assistant to Representative within six months.
—Instrumental in redesigning and restructuring the College Recruiting and Interviewing Guide.
—Collaborated on the development of an Intranet website for College Relations and I-Track.

Endependence Center of Northern Virginia 1987–1997

Program Director, Community Services Division, 1991 – 1997
Managed a resource center for individuals with disabilities that provided independent living services, such as information and referral, advocacy, housing, personal assistance, peer counseling and independent living skills training.

 Staff Management/Conflict Resolution: Hired, supervised and evaluated a staff of 10 service coordinators; dealt with any conflicts that arose between clients and service providers or state/government agencies.
 Training: Provided ongoing training to all coordinators and arranged for instruction in special areas.
 Policies and Procedures: Developed, reviewed and implemented policies and procedures (e.g., Affirmative Action, EEO, operating policies).
 Program Coordination: Conducted program evaluations and implemented improvements.
 Community/Public Relations: Networked with community and local government organizations and aided in the production of public relations materials (e.g., brochures, a quarterly newsletter).
 Budgeting/Funding: Prepared/controlled a $500,000 budget; wrote federal, state and local grant proposals.
 Compliance: Ensured compliance with all federal, state and local regulations.
Key Achievements:
—Doubled annual funding from $250,000 to $500,000 in two years by preparing a winning grant proposal.
—Developed a comprehensive community outreach program, including a full-day, multi-media presentation.
—Worked with the Personal Assistance Services (PAS) on completely redesigning the PAS program. Secured providers developed training for participants and organized support groups.
—Participated in creating the Centers for Independent Living computerized data collection systems.

Project Director, Transition to Independence Program, 1989 – 1991
Managed programs to provide independent living skills and other skills to learning disabled or mildly mentally retarded individuals. Hired, trained and supervised the team responsible for teaching quarterly courses and providing in-home training. Managed case files on 300 participants, wrote grant proposals to obtain ongoing federal funding, prepared periodic reports, and developed and implemented a $75,000 budget.
Key Achievements:
—Redesigned and revamped the entire curriculum for the basic living skills program.
—Created and conducted several new programs: 1) to teach social skills, 2) to provide assertiveness training, and 3) to inform participants of their civil rights as disabled people.
—Promoted from Trainer to Project Director within 2 years.
