Metropolitan\'s facilities include the 242-mile Colorado River Aqueduct, five conventional water treatment plants with a combined capacity of 2.6 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants.
SENIOR ADMINISTRATIVE ANALYST

The MWD\'s Water Resource Management Group, Office of the Manager of the Water Resource Management Group currently has one (1) opening for a Senior Administrative Analyst within the Business Management Team located in Los Angeles, CA.

Positions at this level are recognized as technical specialists using initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies. The decisions regarding what needs to be done include interpreting data, planning of the work, or refining the methods and techniques to be used. The work involves established criteria; formulating projects; assessing program effectiveness; or analyzing a variety of unusual conditions, problems, or questions. The work product or service may affect activities or the operation of other organizations. This position will be responsible for coordinating and administering various complex administrative functions.  Duties include, but are not limited to: preparation and monitoring of O&M and capital budgets; analyzing and projecting expenditures; calculating estimates; researching discrepancies; preparing concise and accurate variance explanations; setting-up routine O&M, major O&M, capital, and reimbursable projects in the Oracle Projects and Grants Management System, which includes analyzing project requests, defining appropriate fund, appropriation, project type, and tasks; federal and state grant invoicing, including setting grant-related awards and projects, reconciling billable costs, tracking revenue and expenditures, preparing cost transfers, and various detailed reports.  Responsibilities will also include writing, editing, or verifying data for various high-level reports, including Metropolitan\'s Annual Report; tracking actual and projected expenditures and water yield for Metropolitan\'s water supply, local resources, and conservation programs; tracking consulting expenditures, and reviewing conservation-related agreement releases in the Oracle System.  Duties will include compiling and analyzing statistical data; performing complex calculations, preparing complex Excel spreadsheets; preparation of PowerPoint presentations consisting of graphs, tables, and charts; and making recommendations to business processes that may affect activities or the operation of other organizations.


MINIMUM QUALIFICATIONS

Education and Experience: Bachelor\'s degree from an accredited college or university in a related field and six years of relevant experience; OR Master\'s degree from an accredited college or university in a related field and four years of relevant experience; OR two years in a MWD Analyst classification.

Required Knowledge of: Principles, procedures, and practices of business management and analysis; project management; budgeting or finance; financial tracking systems; contract development and administration; pertinent laws, codes and regulations; and current office technology and equipment.

Required Skills and Abilities to: Identify, analyze and resolve complex budgetary, procedural, and organizational issues and implement modifications to existing programs, systems, and procedures; provide project management support and manage projects; research, gather and compile data; prepare and review correspondence, documents, and reports; administer contracts; prepare clear and concise reports; monitor budgets and utilize financial tracking systems; use applicable software applications; prepare & deliver presentations; organize and prioritize work; use independent judgment and exercise discretion; problem solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; lead and train; and operate current office equipment including computers and supporting applications.

Employees in this position may be required to obtain and maintain the following certifications, licensing and registrations:

Licenses
* Valid California Class C Driver License that allows for driving in the course of employment.
